In Course Navigation, click the Settings link.
Click the Course Details tab.
Click the more options link.
Check the Disable comments on announcements checkbox.
Note: If the checkbox is grayed out, comments have already been disabled by your institution and cannot be changed.
Click the Update Course Details button.
